OFFICERS

PRESIDENT
Shall schedule, arrange, send meeting notices and preside over all general membership meetings. Shall act as liaison when and where necessary (unless otherwise excluded) between the Club and the public, press, race organizers, etc. In the event of a vacancy or an inability of an officer to fulfill that office's duties, the President shall appoint a club member to complete that officer's term. In the event of the Competition Chairman being unable to fulfill his/her duties the President shall conduct an election at the next general membership meeting to elect a replacement. This election will be decided by a simply majority of the members present.

VICE PRESIDENT
Shall assist the President in the performance of his/her duties. Shall take over the President's duties in the event the President should voluntarily resign during his/her term. Vice President shall automatically become President the following year.

SECRETARY
Shall take minutes of all general membership or officers meetings and will have these minutes available for approval and reference at all general membership meetings. Shall be responsible for ensuring that all rules passed by the VSCR general membership be consolidated and published.

TREASURER
Shall handle all financial affairs of the Club including (but not necessarily limited to): Savings accounts, checking account, accounts payable, accounts receivable and dues receipt.

COMPETITION CHAIRMAN
Shall be chairman of the Eligibility Committee. Shall be responsible for the enforcement of the GCR and Safety requirements. Shall have the ultimate responsibility for the conduct of speed events including driving instructors, pre-season drivers meetings, contact and consultation with the Stewards of the Meet, discipline of drivers if required, and any and all sundry details of a race meet. These responsibilities may be and are encouraged to be shared with the Race Chairman. Shall provide for Technical/Safety Inspection at each event.

MEMBERSHIP CHAIRMAN
Shall notify members of the required dues and collect same. Shall collect required membership renewal or application forms. Shall compile and keep current a membership list. Shall recruit new members. The duties of the Membership Chairman shall be delegated to the Vice President.

ELIGIBILITY COMMITTEE (ElCom)
The ElCom shall consist of six (6) Club members and the Competition Chairman who shall serve as chairman of this committee. In the event a member of the ElCom resigns or is unable to fulfill his/her term of office, the ElCom shall notify the next (7th ranking person at election time) that he/she is now selected to serve on the ElCom. The purpose of the ElCom is to determine exceptions to the Eligibility List (EL), these exceptions being referred to as Unique and Interesting Automobiles. This determination shall be made by a simple majority of ElCom. The minimum number of members present for a valid determination shall be five (5). In all cases it is recommended that the owner of the car in question personally present his/her case for an exception to the ElCom. If this is not possible, he/she must make arrangements with a member of the ElCom to speak for them. In no case may third parties present an automobile for consideration. In any case, the owner of the car is responsible for any information about the car that the ElCom may require. Exemptions granted by the ElCom for any reason shall be in force for one year from date of exemption after which time the automobile must then be resubmitted for consideration. The ElCom shall be allowed to make determinations as to the eligibility of a car at any time and is required to meet at race events and all general membership meetings.

The ElCom may, upon unanimous vote, grant a one year or permanent exemption for any car for purposes of eligibility in VSCR events. The ElCom is not empowered to issue a waiver to any safety rule or regulation contained in the GCR.

The ElCom shall advise the Club membership of proposed additions or deletions from the Eligibility List.

Members of the ElCom and the Competition Chairman must have competed in a minimum of one (1) sanctioned race in the year previous to the year in which they hold office.

ElCom members present for a VSCR event shall help the Event or Competition Chairman conduct a timely technical inspection of the cars present and registered for that event.

ELECTIONS AND RULE CHANGES

The General Competition Rules (GCR) and the Eligibility List shall be opened for reconsideration once yearly at the scheduled nomination/rules changes meeting. The nomination/rules changes meeting shall be held during the month of October or November. Changes, in order to appear on the mailed ballot, must be supported by 50% of the eligible club members present at that meeting. Eligible club members shall be defined as any person whose dues have been properly paid for the Calendar year in which the election takes place. Properly paid dues are dues paid by the last VSCR sponsored speed event of that year. Dues paid after that time will be for the following year. Election of Officers and ElCom members and GCR and rules change votes shall be conducted as follows:
At the scheduled nomination/rules change meeting, nominations for all officers and ElCom members will be offered. Proposed rule changes, additions to or deletions from the Eligibility List may also be offered but a vote of greater than 50% of the eligible members present is required for inclusion on the ballot. Within the next week (7 days) ballots will be prepared and mailed to all eligible members by the Officers. No less than one month and no more than six (6) weeks after the nomination/rule change meeting, a meeting will be held at which mailed and personally presented ballots will be counted and decisions announced. Any ties will be decided by a simple majority of eligible members present at that meeting.

The elected officers (President, Vice President, Secretary, Treasurer, Competition Chairman, ElCom members) shall be allowed to make rule changes as necessary during the year of their tenure. A quorum of this group shall be seven (7). A simple majority of those present may pass a rule change. Any changes instituted by this committee shall be presented to the general membership at the annual election meeting for placement on the ballot and acceptance by the Club membership.

The Race Chairman shall be a voluntary position for each speed event. The duties of the Race Chairman shall be as follows:

Contact and consultation with track authorities and sanctioning personnel prior to the event concerning fees, scheduling, etc., publication and distribution of entry forms, GCR, safety requirements and other pertinent event related information, recruitment and coordination of event personnel including registration, establishment of Vintage paddock area, etc. All off track activities relevant to the conduct of the event.

In order for a car and driver to be eligible for competition in a VSCR, Inc. event the following conditions must be met:

Membership in the VSCR, Inc. including paid-up dues. The automobile must be on the Eligibility List or have been granted an exemption by the ElCom for that event. The car, driver, and equipment must meet all GCR and safety requirements. A properly completed entry form including medical information required must be signed and delivered to the Race Chairman or his/her delegated assistant, along with the appropriate entry fee before being allowed on the track.

The Eligibility List as presently formulated shall be accepted as the final word in eligibility of Vintage cars for VSCR events. All cars on this list are automatically eligible for entry to all VSCR events assuming in all cases that the GCR and safety requirements are fulfilled. Only cars specifically allowed an exemption by the ElCom shall be exceptions, and will be allowed to compete for the one year for which an exemption was granted.

The Eligibility List shall be amended only by the general membership and then only when the ElCom has proposed additions or deletions from the existing list. The general membership shall not be allowed to propose changes to the list in general membership meetings but must first present proposals to the ElCom for action by that committee.

VSCR will support the Vintage Motorsports Council (VMC) by remaining a fully paid member in good standing.

VSCR will tender its votes on VMC business to the representative of another club which will speak on behalf of VSCR when the VSCR representative is unable to attend VMC meetings. The VSCR officers shall choose the representative to act as proxy.

ELIGIBILITY LIST

  1. All sports and racing cars constructed through December 31, 1962, and all Formula Juniors constructed through December 31, 1963.
  2. Sports and racing cars constructed between January 1, 1963 and December 31, 1975, selected FIA GT and Trans Am cars and selected production sports sedans, constructed on or before December 31, 1975, Formula Vees constructed before December 31, 1975, if fan cooled and with no zero roll, and other open wheel cars constructed on or before December 31, 1975.
  3. It is the responsibility of the entrant to prove the eligibility of the car. Such proof must be documented by 1) homolgation papers, or 2) SCCA log book, or 3) manufacturer's specifications, or 4) dealer's manuals, or 5) published articles (ie., Road and Track, Car and Driver, etc.).

GENERAL COMPETITION RULES (GCR)
  1. CARS: All cars prepared for inspection must be on the list of approved cars or have prior approval from the Eligibility Committee.
  2. WHEELS: No cracked or bent rims or loose or missing spokes.
  3. TIRES: Must have a molded-in tread pattern, no slicks or bald tires. Racing tires of the era (if not too wide). New radial tires recommended, street tires acceptable. Speed rating of tires should be appropriate for the vehicle speed potential. Historic, formula cars and sport racers may use treaded tires with an aspect ratio appropriate for the era.
  4. BRAKES: Must be in good condition. Brake lines, etc., will be inspected.
  5. SUSPENSION: Must be in good general condition. No loose tie rods, shocks, etc.
  6. WIRING: Fuel lines and wiring must be in good condition.
  7. APPEARANCE: All cars must have a neat and clean appearance. No primer or bare metal, no flames, scallops, or multicolored paint jobs. Block stock, as car was produced. No flared wheel wells.
  8. ADVERTISING: Cars may be presented in their "original livery," ie., sponsor decals, etc., as they were raced in their day.
  9. ROLL BARS: All competition cars will have a roll bar or rollover structure which is 2" higher than the driver's head including helmet. The design and construction of the roll bar or rollover structure is left up to the car owner, although SCCA roll bar material standards are required. There must be a padded head restraint within 6" of the driver's helmet. All parts of the roll bar that could come in contact with the driver's head during a crash loading must be padded. The Chief Tech Inspector may deem a roll bar or rollover structure unfit for competition.
  10. LEGALITY: If the legality of a car is in question, it is the responsibility of the entrant to provide appropriate evidence.
  11. CONDUCT: A driver at fault in an incident which causes damage to a car or someone else's car, is out of the event and the next event and is on probation for 13 months. Any further incidents while on probation will result in suspension for 13 months. Any car involved in a crash, or having contact with another car sufficient to produce body, frame or suspension damage, is automatically withdrawn from the event.
  12. DRIVERS: New drivers are welcome in VSCR. Drivers who are new to VSCR (both first time drivers and those who have not raced with VSCR before) will be required to join VSCR and will present evidence of having successfully completed an approved professional drivers school, ie., SCCA, Skip Barber, Bondurant, Spenard, Russell, etc., or be the holder of a recognized racing organization license, ie., SCCA, SVRA, RMVR, IMSA, etc. In addition, "on track" training/familiarization will be given to all new drivers. Drivers of cars with very high speed potential should demonstrate appropriate experience and abilities for the car (ie., hold a competition license or show appropriate competition experience). Drivers may compete in both an SCCA sanctioned race group and a VSCR race group during the same race weekend/event.
  13. RACE START: At the start of all VSCR races, no car may pass or maneuver until that car crosses the starting line after the green flag is displayed. (This rule is intended to prevent cars from jumping the start and possibly causing an accident.)

  14. MANDATORY SAFETY ITEMS:
    A. Nomex (or equivalent) fireproof clothing, two layer minimum.

    B. Leather or Nomex gloves, without perforations, and leather or Nomex shoes.

    C. 1995 or newer Snell Foundation SA approved helmet. Open face helmets require goggles.

    D. Fire suppression system required.

    E. 3 inch, metal-to-metal, competition lap belt securely hooked and mounted. Cars with roll bars must have a shoulder harness (5-point harness required, including shoulder straps and crotch strap for any SCCA sanctioned events.) Shoulder harness can be 2" or 3" wide. Harness webbing must be SFI rated with the date of manufacture printed on the webbing. The date of manufacture must be within five years of the event date to be legal for SCCA sanctioned events. Arm restraints are required in any open top car or car without window net.

    F. All drivers MUST attend our mandatory drivers meeting before going out on the track.

    G. A minimum capacity one quart catch tank is required for radiator and crankcase fluids.

    H. Driver and passenger window must be open. Window net required on driver's side and also passenger side if/when passenger is present.

    I. Electrical cut-off switch, accessible from the outside of the vehicle, is required for any SCCA sanctioned event.

    J. SCCA approved fuel cell required in VSCR wheel-to-wheel competition events.

  15. Sound levels at Brainerd International Raceway are enforced at a maximum of 102DB (since 1998) at trackside. Any car exceeding this maximum sound level may be black flagged, so a Supertrap or other muffler system may be necessary for a loud car.

APPENDIX A: Formula Car Requirements

Formula cars will be allowed as long as they adhere to these general requirements and conform to the other existing VSCR CGRs.

  1. All cars will run on treaded tires.
  2. No aerodynamic bodywork or devices will be allowed if they provide benefit to the car; ie., wings, canards, side pods, sports car noses, etc., are prohibited unless they can and are set to "zero" effect.
  3. All brakes and spring actuation will be outboard, at the wheel spindle.

APPENDIX C: FUEL CELL REQUIREMENTS

Fuel cells shall be SCCA/FIA and FT-3 rated. Rotary molded fuel cells (hard plastic) are not permitted. Fuel cell bladders shall contain foam baffling and be enclosed in a metal case with a wall thickness of 0.036 inches if made of steel and .050 inches if made of aluminum.

Capacity: There shall be no restrictions of fuel capacity or dimensions of the fuel cell.

Installation:
  1. The top flange of the fuel cells supplied by the leading manufacturers are not designed to be used to support the fuel cell in a drop-in application; custom-built fuel cells can be manufactured for such applications.
  2. Fuel cells shall be mounted by a minimum of two one-inch metal straps.
  3. It is recommended that fuel cells not be installed any closer to the ground than six (6) inches, unless enclosed with the bodywork.
  4. Fuel lines shall be armored if they pass through the driver/passenger compartment.
  5. Fuel pumps and filters shall be mounted outside the driver/passenger compartment.
  6. Fill caps, fuel pickup openings and lines, breather vents, and fuel lines shall be so designed and installed that if the car is partially or totally inverted, fuel shall not escape. If the fuel filler cap is located directly on the fuel cell, a check valve shall not be required provided that the filler cap is of positive locking type and does not incorporate an unchecked breather opening. If the filler cap is not located on the fuel cell, a check valve shall be incorporated in the fuel cell to prevent fuel from escaping if the cap and filler neck are torn from the tank.
  7. Fuel cell vents are not permitted to vent the fuel system through the roll bar/cage structure. Fuel cell vents shall vent outside the car. Fuel cell vent lines shall be installed without sharp bends that could possibly kink and cause a blockage of the line.
  8. It is recommended that all lines and filler openings be incorporated in a single fitting at the top of the fuel cell.
Location: Fuel cells shall be mounted within twelve (12) inches of the standard tank location.

Bulkhead: There shall be a metal bulkhead between the driver/passenger compartment and the compartment containing the fuel cell. SCCA currently does not have a thickness or material type specification for metal bulkheads.
